New Tender Opportunities

PACFA has developed relationship with a range of Primary Health Care Networks (PHN) across Australia. We have been working to increase the profile of Counsellors and Psychotherapists with these agencies. As a result, we are now receiving information from a range of Primary Health Care Networks who are extending their services to include Hunter New England & Central Coast Primary Health Networks about upcoming tenders.  

PACFA was recently contacted by the Hunter New England & Central Coast Primary Health Network with details of their plan to call for tenders for the delivery of a Bereavement Counselling Pilot on the NSW Central Coast as well as an Animal Assisted Therapy Pilot in a Residential Aged Care facilities as well. Details of the Tender requirements are included below. 

Hunter New England & Central Coast Primary Health Network (the PHN) intends to invite suitably qualified and experienced Providers to submit a Proposal to deliver the Bereavement Counselling Pilot and the Animal Assisted Therapy Pilot.  

Bereavement Counselling Pilot  

Hunter New England & Central Coast Primary Health Network (the PHN) intends to invite suitably qualified and experienced Providers to submit a Proposal to deliver the Bereavement Counselling Pilot to the Central Coast Region.  

The successful Provider will be offered a contract commencing 1 July for services to ramp up in accordance with the implementation plan submitted. The service is expected to receive referrals from RACF and the local health district, older person mental health service, who are transitioning in/out of residential aged care settings. The contract end date is 30 June 2023.  The Pilot will be staged over the 2 year period with Stage 1 pilot to occur between July 2021 and June 2022. Stage 2 of the Pilot will occur between July 2022 and June 2023 to refine Stage 1 for potential expansion.  

The successful Provider will subscribe a minimum of ten (10) local RACFs to Bereavement Counselling (pilot) service over the two years in a phased implementation. Indicative funding allocation for the Bereavement Counselling Pilot is up to $320,000 excl. GST over 2 years. A successful proposal will:

  • Offer bereavement counselling service to people living in residential aged care (RACF) settings in the Central Coast LGA;
  • Establish and/or strengthen partnerships to promote the new service including with RACF setting and local health districts where a patient is transitioning into RACF setting;
  • Collaborate with consumer, carers and providers to co-develop a model of care sustainable in the primary mental health care setting;
  • Identify suitable deliverables and measures of outcomes as well as impact to the mental wellbeing of older Australians; and
  • Participate in planned external research and evaluation exercises to determine the efficacy of interventions in the RACF setting (NB: The evaluation exercise will be commissioned and funded separately to this activity and is therefore not included in this RFP exercise).

Animal Assisted Therapy Pilot

The successful Provider will be offered a contract for services to be operational and receiving referrals from residential aged care facilities and the local health district, older person mental health service, who are transitioning in/out of residential aged care settings. The contract end date is 30 June 2023.  The Pilot will be staged over the 2 year period with Stage 1 pilot to occur between July 2021 and June 2022. Stage 2 of the Pilot will occur between July 2022 and June 2023 to refine Stage 1 for potential expansion. Indicative funding allocation for the Animal Assisted Therapy (AAT) Pilot is up to $300,000 excl. GST over 2 years. 

A successful proposal will: 

  • Offer AAT service people living in residential aged care (R.A.C) settings in the Hunter and New England regions; 
  • Establish and/or strengthen partnerships to promote the new service including with R.A.C setting and local health districts where a patient is transitioning into R.A.C setting; 
  • Collaborate with consumer, carers and providers to co-develop a model of care sustainable in the primary mental health care setting;
